Carbon fiber headset/stem spacers..

I have a road bike, all carbon fiber, with a couple carbon headset/stem spacers that I can rotate slightly.. is this bad? does it mean my fork isn't tightened properly? i tried re-tightenting it...

Looking for a new wheelset, what would you recommend as a better wheelset between the two? Performance is having a sale on the Mavics for sub $900 at the moment the Reynolds are going for $1200....

also, i forgot to add, a few miles before the last chain broke, one of the links seized up and i had to use chain tool to adjust the pin so it would glide smoothly again.

the first one could be attributed to shifting...

the first one could be attributed to shifting under load, the second time i was just riding through a field. both times the chain failed on the outer plates.
