Are there any statistics on how many car/bicycle accidents actually lead to charges

I'm trying to make the argument that a cyclist in an accident basically has no rights - but maybe I'm being a bit overzealous. Are there any stats on how often the driver is not charged?

i might try this if i hadn't already. i switched to clipless because my platforms/shoes were unbearable with hot spots. i'd say clipless were a 100% improvement.
