From reading around that 700 x 32c or 28 x1.5 or 700 x 38c means that 32 or 38 or 1.5 is width of the tyre..

Also would like to know which would be better wheel sets? 700 x 32c or a 28 x 1.5 ? Right now my only worry is if the rims will handle it, boz the roads even though are paved its not in the best...
