Rear Bicycle Rack

I had my bike powder coated and now am chasing all the threads. Are all the threads for a rear rack the same size? Don't want to chase them with the wrong tap.

Razor blade (utlilty blade) worked great. Got it all cleaned up. Should I put anything under the crown race, on top of the crown, to prevent rusting now that it is bare metal?

The steerer tube is too big for the crown race to go all the way down (stops about 2" too high) so looks like some work with a razor blade will be required since everyone seems to agree the facing...

Crown Race Facing

Got my bike back from the powdercoater and they didn't mask the fork and sprayed everything. I need to get the crown faced, but in addition, the tube going up from the crown race now has too large...

Called Burley and they referred me to a tandem dealer. I can get a very precise cut done at work as we have a good metal cutting saw and a Bridgeport.
