Were you riding earlier in the morning? For the P1/2 I can imagine they might hold folks back but for the later, lowly 4/5 groups that I was riding in it didn't seem an issue.

I don't believe that there are any restrictions up or down for riders. The last couple of times I've done it, I've seen non-racers going up and down the course.
