The standard is a fillet the is roughly three times the wall thickness. So yes, that fillet should be plenty strong. It's really no different than a TIG bead.

The more I look into it I think you are correct about the definition of Bi-lam. It looks like he builds the fillet with brass then brazes it together with silver. What ever he does, it works.

That's due to the internally routed rear brake. The cable exits the seatcluster between the seat stays. He move the seatpost clamp up to the seatpost wouldn't conflict with the cable. Super clean....

I'm with you about the blue fenders, I like them. It's the carbon fork I can't get over. Keep in mind that this bike was probably ordered in 2005 so the new owner probably forgot what they ordered.
