You may be able to seal the metal and then put a coating of steel dust with adhesive that could rust and then coat over the rust with a clear coat.

I don't think there is much that can completely seal off oxygen from the metal. Paint keeps enough oxygen and moisture from the steel to slow the rusting (oxidation) to a reasonable level. Good...
