I'd take it as a good rule of thumb that bikes with lower bottom brackets would make start-ups easier; at least during the learning phase. Lower bottom brackets would mean not having to lift the feet...

I've restarted my Baron lowracer going up a 15% hill, with barely a wobble. I've climbed with it at 2.4 mph. I don't have much experience with LWB, though; so I'm not qualified to compare.
