Nooo, but I have a build where I have the bars level with the saddle and a spacer stack of 4cm. A long enough head tube and fork helps with that.

Now that you have the stack and the steerer uncut...

At least flip the stem and cut some off that steerer. You are going to have the wobbliest front end the bike world has ever seen as it is....
