Nope, not at all. If you take care of a steel frame, keep it clean and dry it off after it gets wet and use products like Frame Saver or linseed oil on the inside of the tubes, rain and condensation...

I totally agree with TimothyH, carbon fiber is a very refined product and if you are going to talk about how UV light will effect carbon fiber don't forget UV also effects the rubber used in tires...
