Just what is the proper number of gears needed on a bike?

What I don't get: more cogs on rear = better ...

What I don't get:
more cogs on rear = better
more rings up front = worse

I.e, why don't all (non-racing) multi-speed bikes have triples?

I vastly prefer 3x8 to 2x10 (or 2x anything).
