Just a guess here, but is the reason the seat does not work well with most "non-quill" stems (is there a specific name for the stem type?) due to how the face plate typically protrudes past the top...

You could always have any steer tube threaded, although 1-1/8 quill stems are not common. Why do you insist on a quill stem? Aesthetics?
