I was given a 16T cog (1/8"), can i get away with using it with a 3/32" chain? Thanks!

No. You can use a 3/32" cog with a 1/8" chain, because the chain is 1/16" larger, but not the other way round, as the chain will be too small to fit over the 1/16" wider teeth on the cog.
