It's funny how quickly one becomes the bike expert in the family..

My older brother, who lives in st. Louis (I live in Madison,Wi) is picking my brain about a new bike. Im encouraging him to go the steel frame route (easier on his mid-aged body). He wants to do riding for fitness, but wants a bike that can be fitted w/Fenders-rack. Sounds like a steel touring/commute bike to me.

This came up on the local Craigslist:

Can anyone comment about Diamondback as far as building touring bikes (as per description)?
I have contacted seller am awaiting a reply. If it seems good, I am considering getting it for my bro...as a starting point.
