What might this be used for? Raleigh Wyoming

Trying to figure out how to use this, looks like some sort of wheel lock, but not sure how to use it...

It's a parking "lock" for the wheel. Flip it down and lean your bike against something; it keeps the front wheel from swivelling and crashing the bike.

Cool! A built-in Flickstand- I'd only seen the bolt-on type. Extra points for integration with the cable stops.
