Motobecane Track, is the fork 4130 Chromoly or just regular steel? HELP

It seems like all the singlespeed/track bike on BD is listed as 4130 frame and fork...one thing that didn't quite fit the picture is the spec page on the Motobecane Track. Bikesdirect doesn't even advertised it as 4130......Can someone confirm it is 4130?

I can't decide on the moto track or windsor hour. Good things on the track is the clean frame with no decals or rear rack braze on.

Is the frame on the Moto track and windsor hour basically the same, butted wise?

I know it's listed on the site, but can anybody who owns a size 56cm Motobecane Track or Windsor Hour measure the standover height from the top tube to the ground? thanks!

The Hour has 4130 fork if it comforts you to know, while the Motobecane Track might not, but it most likely does.

it's probably a cheap hi-ten steel fork if it's not listed as 4130.
