Golf shorts. Many are made with a good bit of spandex to stretch nicely and not too baggy.

This has been my go to route so far. Cheap ones from Target. Thin, light and wicking.

+1 on the target golf shorts. solid shorts, they wick and are slick, and they are cheap.

+1 on Levi's Commuters. i'll roll up the legs on them just so that I can wear them for evening rides some summer nights because they are pretty darn comfortable in the saddle for sub-15 mile rides. They also repel water pretty darn well.
