Depends on what type of riding you want to do, and what part of Hollywood. The east side of town near the beach is pretty mellow traffic-wise, and there are some good roads with bike lanes. A group that I ride with runs a non-competitive 20-mile ride on Thursday nights and Sunday mornings, with a nice segment running the length of the Broadwalk along the beach. Its a good way to see the city...

There are certainly some dodgy areas like anywhere else, but it's mostly safe suburban riding.

You'll be plenty safe around there, though you should be careful in the neighborhood directly east of the casino (between SR7 and SW 56th ave.) at night, but it should be fine in the daylight. North of Hollywood, I'd also suggest staying away from the area north of I-595 bounded by the Turnpike on the west and SR7 on the east, there's been a lot of violent crime there.

Lots of decent bike lanes in that area, but keep your eyes open- SR7 is very busy and you'll be sharing the road with many cars.

The SR7(441) and Stirling road area is a busy place and not many good places to ride.
I'd suggest starting at the beach.
Downtown Hollywood is a good place to ride, Hollywood Blvd east of Dixie Hwy. You can ride Hollywood Blvd east to Hollywood Beach which has a bike lane on the walk next to the beach. From there you can go south to Sunny Isles and Miami Beach down A1A which is a great ride or Noth to Ft Lauderdale Beach, Deerfild, Etc. All the above have great sites, many resturants along the way and Bike Lanes.

There is a good bikeshop on Stirling just west of I-95 called Bikes and Boards if you need any tune up, parts, etc.

Broward County also publishes a Bicycle Suitability Map - most bike shops should have them for free. You can find which roads have wide shoulders, bike lanes, etc., as well as get a good idea of which roads are busier.

I keep a couple of them around, they're pretty handy.
