Valuation of a 2000 Burley?

We are thinking of buying our first tandem.
We have found nice looking Burley on Craiglist. The pictures look okay but I haven't yet seen it. I inquired about the specific model but the following is what the seller has sent to me.

2000 burley 20.5 / 18
true temper double butted tubeset
7 sprockets in back, 3 in front
shimano rsx shifters
700 x 26c specialized turbo tires (new in 2004-low miles)
matrix vapor wheelstekro mini-v brakes
30.5" to top of captains bar28.5" to top of stokers bar

The seller has yet to tell me what model it is, said he paid $2400 for it in 2000. It's 7 speed with brifters and I can check the gears, spacings, etc when I look at it. I'm not quite sure how the V-brakes work with the brifters as the pictures don't show any travel mates on the cables.

So there are a few things to check on and perhaps change, such as bigger/new tires, brakes, cables, etc.

He's asking $900 and its been on sale for about two weeks. Assuming it checks out okay, any thoughts on what to offer? I was thinking about starting at $500 if I liked it.

I still don't know what model it is.

Is this the one listed in Dallas? I was looking at it too for a friend who decided to wait. If it's the same Burley then I think it's a 1999 Rumba. I assumed that going by the Age and Color but I maybe wrong. See Bikepedia for complete Spec (Stock).

Price doesn't seem to far off. We bought a 80s Burley Duet last spring for $700--bar end shifters, not brifters.

I commute on a single, wife has a comfort cruiser she barely rode. Since we got the tandem we have both significantly upped our milages. Since making various adjustments for her (stoker), the bike has a bit of a split personality. Drop bars and a brooks saddle up front; riser bars w/ bar ends and a wide cushy saddle out back for her.
