You could always go for a rando-style decaleur rack. No weight attached to the handlebars at all.

So I kinda feel stupid, after getting my handlebar bag in the mail and looking it over, there is nothing on it the papers about not using it on carbon handlebars, nor when I go back and look at the webpage do I see any of the warnings that most the rest carried. Might be worth a look, although the mounting bracket looks suspiciously like other most other bags.

It is a Blackburn Barrier.

I posted the photos above of two of my bikes where I used a second stem, but the photo below is of my expedition bike and I use the Thorn Accessory bar in 55mm length on that bike, but unfortunately my photo has the accessory bar hiding behind the handlebar so it is hard to see.

You can make a way to fit the elastic shock cord to those D rings on the bag , if you try..
