I am not positive but I think its a comfort thing...looks like using them is mimicking having hoods on a road bike somewhat. correct me if I am wrong please

You, sir, are correct.

And that hand position mimics the time trial position.
With the raised bends, a rider can somewhat mimic a road position where the wrists are on the tops and the hands are on the lever hoods.
And that hand position mimics the time trial position.

I actually want to give those bars a shot, but they're a niche product that if I don't like, I'm pretty much boned (can't reasonably resell them).

I bet in a few months after race season there will be quite a few on the used market. They came stock on the Felt tk2 which is a very popular entry level bike. So a lot of newer races would have just races them for a season, then I would guess many want to swap out for a more traditional bar.

Actually, they are sort of hard to find and sought after by endurance racers. A former teammate of mine just bought some in anticipation of using them at Elite Track Nationals.

Just picked this one up today. My old track bike was unsuitable for my track (low BB + 47 degree banking)

Gosh, that paint came out really really good, with Scatto to boot too!
What tires are you currently using?

Aesthetically, I think that the rectangular lines of the fork work well with the similar lines in the frame.
I got the fork and Thomson X4 painted to match when the frame went to Spectrum. All of this changed the standard price, of course.
I'm familiar with your Tiemeyer. I've seen the many permutations. They were all very nice
