On my old steel road bike the top of the headset became loose after I dropped it on the road in a sharp turn once. It became really loose but I still rode it. Few days later I grabbed the top part (it tightens with a wrench) and was able to turn it by hand. So yeah, a little too loose and pretty dangerous.

Just make sure it's tight and won't unscrew by hand, and you should be fine.
