It was such a mess when Bloomberg tried to push congestion pricing through in NYC that I'd be surprised to see any national politician want to address it.
I'm completely ignorant about whether there is something special about DC because of its not-a-state status, but in NYC the problem was that Bloomberg needed buy-in from New York State and boneheaded reps and senators slowed it down in order to get the required payoffs - I mean, budgetary support for their areas. In DC, that wouldn't apply.
I suppose this is a pointless question if one doesn't know what the DC mayor's powers are and if they could extend to road tolling.
