I'm completely ignorant about whether there is something special about DC because of its not-a-state status, but in NYC the problem was that Bloomberg needed buy-in from New York State and boneheaded reps and senators slowed it down in order to get the required payoffs - I mean, budgetary support for their areas. In DC, that wouldn't apply.

I suppose this is a pointless question if one doesn't know what the DC mayor's powers are and if they could extend to road tolling.
