I just bought a $110 Gore-tex shell, it works GREAT for cycling in when its cold. Worn over a 100% Merino wool LS jersey, in a down pure at 37 degrees (it could be around freezing and work fine), I feel quite comfortable. It also feels nice just walking around at 60 degrees on a breezy day. Though I think I paid $75 for the Gore-tex name. But its worth it some times, if the product needs to hold up to alot of abuse.

I'd get the C9 Fleece Jacket to cruise/walk around in, looks decent. Wouldn't need to worry about messing it up, or getting it dirty.
I purchased a Gore-Tex jacket on sale from one of those online bike place - $250 on sale for $150 (and yeah - I bought the Gore-Tex name too hehe) but it's wind/rain proof and it is fantastic in the winter - Ridden in -16F (with wind factor), had on a spandex shirt, and another thicker running shirt over and was not cold at all - was out playing with some other mtb people about 10 pm - after the blizzard stopped - got a phone call ... "virgin snow" and so I went out to play in it
