Linkage steering. Kind of like an extra long screw rod attached to the handlebars and a lockring on the fork tube. You will never find linkage steering on the bikes Lance rides.
See those folks in the background? Those are the DF people that some recumbent folks prey on at century rides and tours. Some sassy recumbent youngsters pretend to be sharks and then blast by them on "low race" style recumbents. Afterwards the sassy club brags about "smoking roadies" on the net.
