You are probably correct. Many riders confuse the inseam measurement they use for buying pants with their "cycling" inseam, which is significantly longer.

I strongly disagree. Standover clearance isn't the best fit measurement but it is essential for safety that any rider be able to get both feet on the ground while straddling the top tube. How much clearance you need is debatable but there MUST be some.

Given the OP's comments I believe the girl in question can't and it is too hazardous for her not to be able to.

Short answer; get another bike for her.
