This is how I solved that problem. I had a second stem put on below the main one. Then, a regular mountian handlebar was sawed to the length I wanted. The lower bar holds my bag and if I had somehting like halt or anything else to mount on my handlebars, I can use that extra space. It leaves the main handle bar clutter free. Doesn't add much weight.
