I'd redesign school sites: The front parking lot/dropoff area would be converted into a big, covered, secure but friendly bike rack structure. And private cars would be banned from a half mile radius of the school, except for a two-lane access road to drop off kids, except they'd have to walk across a muddy field to get to the building.
