Are you referring to the black plastic piece at the end of the fender support arms?
If so, you don't remove that piece. That's where the fender support arms attach to the eyelet (or P-clamp if your fork has no eyelets). It's designed as a safety feature. It will break away if something gets jammed in the front wheel.
