Harrassing, that's funny! It shows exactly why there is a problem in Philly. Tell the offending cyclist to knock it off and you are harrassing them! Yeah, that works!
Somehow I get the feeling that you are confused between reality and your demonizing fantasies about hordes of "messengers" ridding rampant throughout city areas that you already acknowledged that you seldom grace with your presence.
You and the Councilman want to deal with "the offending cyclist" by harassing and penalizing ALL cyclists with over-the-top fines and dingbat registration schemes.
