Like all businesses they are licenced and insured. However, the probelm with their riders is two fold: First, at some services many of their riders are independant contractors, not employees. Liability coverage may not cover these riders. Second, insurance coverage is a moot point if the rider takes off and can't be identified which is usually the case.
Segregating the commercial riders would solve that problem. It not only identifies the rider, it gives the rider pause knowing he is no loner annonymous. Compliance could encouraged through strict enforcement and increasingly heavy penalties, applied in steps. Ie, small fine for first infraction, large fine next infraction, moving up to bike impoundmant and license suspention.
outside of a nominal fee there would be no burden on these riders. If as the messengers say they are not the problem then their day is unaffected. They go about biz as usual with the upside that they are no longer being blamed for every cycling incident in their city.
