it's a shame that your frame got scratch by their negligence. they should have been more careful. but you have to remember, bicycles are supposed to be ridden, and when you ride your bicycle, scratches will in unavoidable. just think about them as added characteristics on your bike.

i like your bike rack placement. i would maybe reenforce the railing and put one or two more screws on the rack just in case of gravity.
