What you need is a DVD authoring application, not just a video editing app. Movie Maker will do fine for simple video editing, but to create DVD menus etc. you can use applications like

Ulead DVD MovieFactory (basic, consumer app)
Ulead DVD Workshop (more advanced "prosumer" app)
Sony Vegas Movie Studio+DVD

There are many more out there. Just look for "DVD authoring".....
