Well hopefully, that's all it is. However, inspect it carefully.
I've seen aero cable routing on entry level bicycles. Assuming this is a team bicycle as you previously stated, I seriously doubt this was a time trial bicycle. Internal cabling came in fashion during the time when TT bikes were using sloping top tubes and smaller diameter front wheels.
