It allows about a 10 degree side to side adjustment of the beam so it can be aimed to stay pretty much on your side of the street in town. Good design IMO. If properly adjusted easy to reaim while riding but with enough friction to stay where adjusted.
The handlebar mounts from Batteryspace do the same. Very useful feature.
