My advice would be to buy a few cheap, in need of repair old ten speeds from craigslist, or garage sales, or resale shop. Strip the bikes down and rebuild them. Do a rattle can finish, or even a brushed paint job, place some decals, etc. You need experience before you take on a project like the one you detailed above.

Do you have the necessary tools to do the work? A workstand? These are things you will need before you buy a frame for your dream build.

Build a few wheels. Get some experience with building wheels before you tackle the job with your ultimate build.

Bikes are really simple machines. Just takes a little experience and then the skies the limit with what you can build.
