Assuming these are carbon stays joined to aluminum stubs welded to the BB shell, the symmetrical nature of the cracks suggests this could simply be cracks in the paint at the joint. Al and carbon have different flex characteristics that could cause the paint to crack at the joint -- we had this problem with the original Trek bonded frames, and determined that it was costmetic rather than structural.

OP: Is there any evidence that these are anything more than cracks in the paint? Eliminate this possibility before moving to more drastic measures.
