Hi aljohn, these are exactly the questions I was trying to ask in my own roundabout way. I can see that there's not a lot of room to add extra metal on the inside or the outside of the stays because of the wheel/tire and the chainrings on the starboard stay at least, but I was hoping that above and below might work for some rods or flat pieces of aluminum. I know nothing about heliarc welding and how it might affect the apparently complex blend of materials and processes that goes into these things. I'm not sure if the foam that's inside is for strength or shock absorption but I doubt it would survive long under a welder. I also believe that the heat-treatment they do on these frames is a big part of their structural integrity and re-welding might ruin that. Or the metal may be too thin to weld possibly. If welding's out then I might try some sort of kludge with epoxy and some pencil rods and pipeclamps. No idea if something like that is even worth trying but until I can get a new frame I'm considering it.
