My guess is a '76. Suntour was an option according to the '76 catalog, it also lists Normandy hubs and isn't specific about rims but the 75 came with weinmanns, and in in '77 the grand touring was made with vitus according to http://www.bikeforums.net/showthread...716-Motobecane. Not sure about the cranks, seems like stronglight was stock.
