I had just been thinking that the fender issue was funky. It has M8 threaded holes on the dropouts, plenty of clearance with 28mm tires, but nowhere to secure the front of the fender near the bottom bracket. But I guess it was a "race" frame and probably not intended for fenders anyhow.
