9 Speed Dura Ace (7700) Shifter Sticks after rebuild

I took apart my 9 speed Dura Ace shifter/brake levers to clean/lube them. Upon re-assembly, the brake/shift lever no longer seems to be spring-actuated.

1. I tucked the spring into the spring holder/faceplate piece, anchoring the spring anchor in the faceplate notch for the spring anchor.



2. I then lined up the other spring anchor with the hole @ 7 o'clock in the face of the shifter (pictured)



3. Then I screwed on the spring holder/faceplate piece (fits flush/properly to shifter/brake body)

4. But the downshift lever (the brake lever) does not spring back into place after downshift actuation



5. And to get the downshift lever (the little lever) to work, I need to push the big lever to the outside



Anyone have any suggestions? I tried installing derailleur cable and tugging on it to mimic the RD spring, but the shifter still behaves the same.
