An oxalic acid bath is probably a good bet. My Raleigh Gran Sport had the same issue, rust spots all over the paint. I soaked it in oxalic acid then sprayed framesaver in the tubes and it turned out great. It's not that hard or expensive to do, do a search for instructions on how.
