I don't know about all of Germany. But in Berlin, the majority of bike lanes are ON the sidewalk. The system seems to work pretty well (pure ancedote). But it is fairly logical to assume that will vastly increase the number of bike-ped collisions over a system where the bike lanes are on the road.
