It's not your tire. Randonneurs are really easy tires to skid with. Ridiculously fun too but that's another topic. Most likely you're not timing your lock properly. Using your dominant foot as the forward foot, try to start to resist a bit before 3 o'clock (1-2). Unweight your rear (lean forward) as much as you can comfortably but mainly focus on your front foot. The back foot also helps but that comes naturally so don't worry about it at first.
And seated skids are possible but most people are lifting their behind off the saddle an inch or 2. It's all gravy after you lock your rear wheel.
