That's an umbrella clip. But you probably don't need one. Measure the distance between that little nub and the angle where the seat tube and top tube meet, add a couple centimeters, and buy a frame pump that size. It should have little feet that fit into the frame at one end, and a hole that fits your frame nub at the other end. The pump has a spring in it that holds it in place.
