Sometimes you just don't have that luxury. In urban settings there are often many blind intersections where unless you were creeping along at 10mph you would get clobbered by a car running a sign or light, especially if the car was speeding.
Then I would enter the intersection at 10 mph.
Entering a blind intersection with the assumption that no one will be running the red is a version of Russian Roulette I don't play.
