Gear Inch is Gear Inch, Right?

So, someone I know thinks that given the same gear inch, a smaller chainring is easier (takes less effort).

For instance, this person thinks a 30 x 15 spins easier than a 42 x 21. I disagree. I say the cranks will rotate at the same RPM and with the same amount of effort (all other things being equal) and think it's all in their head.

Am I correct?
