Your spokes are too short... having a few threads showing is okay when a few equals 2 but you have only engaged about half of the spoke threads.

Rebuild the wheel with proper length spokes, if the spokes you used were new unlace the wheel and save them for another build down the road as there is nothing wrong with them.
