I'm not an expert in online photo storage, but Picasa/Google offers quite a bit of storage for nothing, though resolving the URLs is probably not as easy as with other online photo repositories. You could open a new Picasa account for each year-- the accounts are free-- and I don't think they go inactive like some others. That might be less hassle.
