If you are willing to spend the time, look for a used fixed gear on craigslist. They often have deals for $800+ fixies for 300-400.
I'm 5'10 140 lbs, I ride a 54 cm. Perfect size for me. You wanna size a bit smaller for fixies.
I think 54-55 would be good for you, but ask a shop.
